I want to understand how property rates (paying rent on property you own), customs duties and tariffs don't violate the HCR? If, as you say, buying property implies consent to paying the property tax, does getting a job imply consenting to payroll taxes? Starting a business imply consenting to corporate income tax?

Excellent question! I had to think hard before answering. I know I added the following rider to payment of property tax, but can't remember exactly where.

In my proposed CapeChoice system, when you purchase property in the Cape, you are asked as part of the deal whether you agree to pay rates at the prevailing municipal rate. You conclude a voluntary business agreement with the municipality for future services. If you don't agree, you will not enjoy the use of any municipal services (water, sewerage), and will be charged a surcharge for any occasional use.

In the same way you conclude a voluntary business agreement with an employer to provide services in exchange for a salary. You do not necessarily conclude a contract with a 3rd party to pay for services you do not require (UIF for example).
