The hard truth is this. More police numbers alone will not fix corruption. Bigger budgets will not fix incompetence. Statistics will not repair broken prosecution. Accountability matters.
The critical focus should be on violence and only the violent should be incarcerated - and for far longer periods with higher standards for parole.
For non violent law breaking, provided there is indeed a victim, community service via the municipalities, for a lifetime of Sundays if necessary to be held accountable.
